Important Update for Ontario: COR® 2020 & ISO 45001 Equivalency

Introduction

Ontario has now confirmed long-term equivalency between COR® 2020 and ISO 45001:2018 for many procurement and qualification processes. This creates welcome clarity for contractors, constructors, and employers bidding on public-sector work, reducing confusion around which safety standard is required.

Key Developments

Ontario’s Minister of Labour has directed IHSA to maintain ISO 45001:2018 to COR 2020 equivalency on an ongoing basis, and the province is moving toward formally embedding this in legislation. Many municipalities already accept ISO 45001 as a valid OHS management system credential, as long as the certificate is issued by an accreditation body recognized by the International Accreditation Forum (IAF).

Meanwhile, COR 2020 continues to mature. Updates to procurement expectations, document control, contractor management, and change management requirements are bringing it even closer in line with ISO 45001.

How This Could Affect You

Organizations using ISO 45001 should confirm their certificates come from properly accredited bodies and that the audit scope includes their Ontario operations. COR-certified employers should continue strengthening their systems to match COR 2020 requirements.

For companies working across multiple provinces, the confirmed equivalency offers welcome flexibility, reducing the need to maintain duplicate systems when bidding in different jurisdictions. Still, some buyers may request additional verification, especially around accreditation or the scope of work included in an audit.

What to Do Next

Takeaway

Ontario’s formal recognition of COR 2020 and ISO 45001 equivalency streamlines qualification for employers – but due diligence still matters. Keeping certifications valid, accredited, and properly scoped remains vital to any organization.
